Reword tagline: core set of expandable services acting on all forms of I/O

Replace "a swarm of small services that act on the web" with "a core set of expandable services that act on all forms of I/O" everywhere the tagline appears: README, pyproject description, Dockerfile label, package docstring, CLI help text, the web page lede, and the design doc title and decision row.
